The thought of failing the citizenship test can be stressful, but it's important to know that failing isn't the end of your naturalization journey. USCIS gives you a second chance to pass.

You Get Two Attempts

According to USCIS, you will be given two opportunities to meet the English and civics requirements of the naturalization test. If you fail any portion during your first attempt, you are not immediately denied citizenship.

The Retesting Process

If you fail any portion of the test (English or civics), here's what happens:

  • You will be scheduled for a new interview
  • The retest typically occurs between 60 and 90 days from your initial interview
  • You will only be retested on the portion you failed (English or civics, not both—unless you failed both)

What If You Fail Both Attempts?

If you fail the same portion of the test on both attempts, your N-400 application will be denied. However, this doesn't mean you can never become a citizen. You can reapply for naturalization by submitting a new Form N-400 and paying the filing fee again.

No Limit on Applications

According to USCIS, there is no limit to the number of times you can apply for naturalization. You must pay the filing fee for each Form N-400 you submit, but you can keep trying until you pass.

The Good News: Most People Pass

According to USCIS data for FY 2022, 95.7% of applicants pass the naturalization test overall. The civics test has a 92.4% first-attempt pass rate, and English reading has a 97% pass rate. With proper preparation, you have an excellent chance of passing on your first try.

  • Study all civics questions (100 for 2008 test, 128 for 2025 test)
  • Practice speaking English out loud
  • Take practice quizzes regularly
